Process Subcontractor Handover (Standard)

Validates a submitted standard subcontractor handover. Blocks if rejected, if blocking snags remain, or if any submitted test record is 'failed — open'. On acceptance, files product and workmanship warranties to the project document register with expiry tracking, generates the Subcontractor Handover Certificate PDF, records the defects liability period start, and notifies the package manager.
