Subcontractor Handover Placeholders

Sets the close-out requirement at the start of the job, not the end. This task reads every work package on the project, decides which subcontractor handover pack each one will need at completion (simple trade, standard trade, or complex / commissioned system), and creates the handover record now as a placeholder - seeded with that pack's required items and linked to its package. When a subcontractor is appointed, the handover is already waiting: set them as the submitting company and issue the upload page so they know from day one exactly what they will have to hand back.
