Process Subcontractor Handover (Simple)

Validates a submitted simple subcontractor handover. Blocks if the main contractor rejected the handover or if blocking snags remain open. On acceptance, generates a Subcontractor Handover Certificate PDF, records the defects liability period start, and notifies the package manager.
