Process Handover Inspection
Category: Quality
Validates a submitted Handover Inspection. If any major / critical snag remains open OR any room is rejected, the handover is flagged blocked and the project director is notified — no certificate is generated. Otherwise generates the handover certificate PDF and saves the formal handover record.
