Process NEC4 Completion & Take Over Certificate

Validates a submitted NEC4 Completion & Take Over Certificate. Checks that the PM's Completion certificate was issued within one week of Completion (clause 30.2), that Take Over falls within two weeks of the certificate (clause 35.1), that no uncorrected pre-Completion Defects remain, and that all Scope-required documents are provided. Generates the Completion & Take Over Certificate PDF and notifies project stakeholders. Flags and escalates to the project director if the certificate is invalid.
