Process TW Dismantling Inspection

Re-checks live active permits-to-load on the TW package at submission time and rejects sign-off if any are still in force. On a clean pass: issues the permit-to-dismantle PDF and records it on the TW package timeline. On a fail: blocks dismantling, raises remediation tasks owned by the TWC, notifies the project director.
