Programme Progress Summary

Reporting on a period that has just closed and need a clear look-back? This task summarises the actual progress made over a past period — activities completed, milestones achieved or missed, and (optionally) critical-path status and slippage — then produces a PlanOps report that the monthly report generators can auto-discover and bind to their programme section.
