VE Implication — Whole-Life Cost

Assesses the whole-life cost (WLC) implication of a selected value-engineering opportunity as an NPV over a study period, covering capital, operation, maintenance, replacement and end-of-life. Anchored on RICS Whole Life Cost / ISO 15686-5 with an HM Treasury Green Book real discount rate by default. Because the platform has no WLC model, the assessment is assumption-led: all parameters are logged and overridable, and gaps are flagged. Writes the finding back as a linked insight.
